Superhero action comedy sequel which follow the continuing exploits of four anthropomorphic turtles who fight evil together in New York City. The Shredder (François Chau) wants to avenge his previous defeat and so he kidnaps Professor Jordan Perry (David Warner), the man who created the substance which originally mutated Splinter (voice of Kevin Clash) and the Turtles. As the Shredder forces Perry to use the mutagen again, the Turtles race to find a way to stop him. However, they find themselves at odds over how best to proceed and Raphael (voice of Laurie Faso) joins forces with pizza delivery boy and martial arts expert Keno (Ernie Reyes Jr.) to take on the Shredder and the Foot Clan alone.
